Along with the announcement of "issues concerning agriculture, countryside and farmers" which published in "no.1 document", the promotion of rural education fairness is given greatly concentration that they never have before. The so-called education fairness, mainly embodies in the equality of education rights and equality of education opportunities, the core of which is the equality of education opportunities. At present, the rural population accounts for about 70% of the total population and the population of the students and teachers from rural areas and western poverty-stricken areas are added to 60%. And among those areas, education resource scarcity and unreasonable allocation of limited education resources have become great problems, due to which unfairness and digital divide in education have become urgently to be solved. In order to realize the goal of education fairness, remote education which treated as an important means, take a great weight of mission to solve the problems."Fusion of three nets" which is regarded as a new media technology, provides support for remote education, especially the progress of IPTV (Internet Protocol TeleVision, IPTV) technology greatly promotes the formation of "SOF (School, Online, Family)" education mode. The traditional IPTV system supports telecasting, for example, the IPTV system of national radio and television institution goals a kind of pure amusing broadband value-added service, the main purpose of which is to entertain and realize information service, the application areas are limited to the local areas. Network educational service system based on IPTV which faces to rural educational informalization can make full use of existing network condition. Under the condition of popularization of China broadcast networks, it integrates with large quantities of useful resources and carries them to rural areas, especially to the west areas, those education poverty and underdevelopment areas. However, there are several problems that we must pay special attention to in the development of educational IPTV:multi-patterns of learning contents, diversification of learning modes, and diversification of learning terminals. Among them, the diversification of learning content requires users obtain the information of video, text, image etc; diversification of learning modes is required to provide online Q&A, interactive services such as classroom, Q&A; diversification of learning terminals means that terminal users can obtain grading learning services through "double screen (TV, computer)".This paper come up with idea of learning platform based on multi mode access broadens the service range of IPTV on the basis of traditional one. Based on the basic characteristics of education, this learning platform aims to strengthen the interaction and initiative of teaching and learning, and to promote the recommended service mode and multi mode access services based on strengthening interaction and learning fun. This can help solve the problems of prior presenting and heterogeneous networks and the terminal access issues of resources in the large-scale, which effectively improve the learning efficiency. This platform not only can help increase educational modes in rural primary schools, but also can be a new free service for in-service education, public expansion of laws for farmers, remote training for agricultural science and technology, education among party members. At the same time, the personalized service can help learners choose courses teaching resources they need through this platform, they can perform many interactive activities. This study mode has greatly changed the traditional remote education that is regarded as "cramming method of teaching", and made use of new interactive learning method, which helps reduce the drab feeling of learning and improve the pleasures of learning, then it can greatly strengthen the efficiency and quality of remote education. Furthermore, the platform of learning based on multi-mode access supports multi-mode terminal patterns, intellectually recommends learning resources, integrate and recommend educational resources etc, which can greatly improve remote education and is greatly in compliance with characteristics and conditions in China's rural areas as well.
