Research On The Construction Of Public Library Service System

Currently, the construction of public library service system(PLSS) welcomes the strategic opportunity in China. On one hand, the construction for a well-covered PLSS has become the national stratagem. On the other hand, the economic foundation of public culture has been strengthened for the rapid development of nation power which provides the necessary qualifications for the construction of PLSS. Consequently, PLSS has just been unfolding all around the China. Several public library networks have been accomplished in regional level. A series of success experience has been acquired such as Shanghai Mode, Shenzhen Mode, Jiaxing Mode et al, which serves as exemplar for other area. Meanwhile, the research on the PLSS becomes a hotspot. More and more experts and researchers focus on the construction of PLSS. PLSS has been the main topic of summit, proseminar and annual conference. Some important research conclusions have been accomplished based on the relevant programs. Anyway, In a word, the construction of PLSS has been reached a certain level and relevant research has been developed to some extent. However, the PLSS in China is still behind the developed countries which hold mature network of public library. The research on PLSS still needs to be enhanced for both deepness and extent. This paper is developed based on above background.The paper focuses on the construction of PLSS which aims to cover all over the community. A series of key problems are solved such as'What is PLSS','Why do we need to construct PLSS','What kind of PLSS should we construct'and'How can we maintain the operation of PLSS'. The main research area includes elements of PLSS, planning, construction mode and operation mechanism. The object of this paper is contributing to the current construction of PLSS in China.The research conclusions from scholars of some developed counties are summarized and absorbed adequately. The feasibility of adopted by ourselves is analyzed according to the situation in China. Moreover, the use of practice data and examples has been emphasized in the paper. The paper consists of six chapters and chapter 3 is the keystone of whole paper.Chapter 1 is introduction. The research background, object, meaning are introduced and the research idea and main content are summarized. The research innovation is pointed out.The title for Chapter 2 is'Literature review of PLSS'. The situation of PLSS from oversea countries is reviewed. The actuality for both construction and research are summarized and evaluated in China.The title for Chapter 3 is'Research on the elements and planning of PLSS'. Since the basic concept of PLSS is analyzed, the main predominance of PLSS is clarified. The key elements of PLSS are pointed out and the service connotation of PLSS is explained. The method of circulation forecasting which is based on the gravity model is introduced served as the key guide line for PLSS planning. The feasibility of the method used in China is also researched.The title for Chapter 4 is'Research on the construction mode of PLSS'. The construction modes of PLSS of United States and Korea are introduced for comparative research. The differences of three kinds of public library system are pointed out for New York State. Based on the research of actuality of PLSS in Korea and the bottle-neck in develop, the select principles for the mode of PLSS are provided according to the existing mode summarized by some famous experts.The title for Chapter 5 is'Research on the operation mechanism of PLSS'. The research consists of three main aspects. For system guarantee, the inter charter is emphasized besides the lawmaking. The main research conclusions are reviewed and the work of the paper is evaluated. The future work is concentrating on the enriching the research content, reference countries and research means.
