With the rapid development of information technology, information warfare hasgradually stepped onto the stage of history. In order to win the information warfare in thefuture and make our army invincible, we must reinforce the information construction of ourarmy. At present our army is in transition from mechanization to information. It's thecrucial historical period. The use of information technology will determine not only thevictory of future war, but also forces in achieving a historic leap-forward development ofthe core content. In this historical background that opportunities come along withchallenges, in accordance with the joint operations command structure, according to therequirements of "used, interference, detection, investigation and attack", treating thevarious levels of different types of command information systems as the main, and thetransmission network as the base, we are constructing a special command network whichintegrates the strategy and the different branches of our army. This special commandnetwork can deepen our military needs of the contingent operations under the condition ofthe information network and improve the integrated joint combat capability of troops. Theconstruction principle of the special command network demands that we must adhere to theunified standards and use the comprehensive integrated approach to construct this network.The special command network solves the problem that networks, applications, security,confidentiality and management join together. Further it can form the comprehensivesupport capabilities.Military message transmission and handling is the most important application of thespecial command network, the so-called military message transmission and handling is theunity appellative of the military message and data transmission processing which militaryservice is concerned. The timeliness, veracity and security of the military message is veryimportant for our army to command in battles and deal with the daily business.This dissertation research and design a special command network message systemfollow the special command network construction principle, X.400 series of protocol andX.500 series of standard. This system is used to deal with transmission task of the dailycombat command and intelligence. In addition, for the purpose of improving reliability ofmilitary message and recovering from a devastating blow, according to the specialcommand network emergency command plans content concerning the emergency measuresof military message system, we design and implement a message emergent securetransmission subsystem using socket, database and cryptography technology. This subsystem is used to deal with the requirements for higher confidentiality when theencryption machine is insufficient or damaged or the situation that the message system isruined when the war is outbreak, and it can also be used in temporary maneuvers. Theemergent secure transmission subsystem uses different and isolated physical cables fromwhich the message system uses, it can be used independently in case of emergency. Theemergent secure transmission subsystem and the message system constitute an entirety, theyprovide convenient, reliable and secure means of information exchange for commandagencies and commanders together, and they also provide seamless information link fromheadquarters to tactical army. The whole system provides a common information exchangeplatform which is advanced, reliable, functional and secure.This dissertation has mainly accomplished the design and realization of the emergentsecure transmission subsystem based on the security mechanism analysis and functionaldesign of the special command network message system. The specific research of thisthesis can be generalize d as the following several aspects:1. Analyze and discuss the security mechanism of the special command networkmessage system.According to the daily use of special command network message system, the securitymechanism of the special command network message system is analyzed concerned twoaspects of the connecting link security and transmission content security. Then according tothe requirements of the contingency plans for the special command network, as well as theactual needs of message emergency measures, put forward the needs of the emergent securetransmission subsystem, further also analyze and discuss the security mechanism of theemergent secure transmission subsystem concerned two aspects of the connecting linksecurity and transmission content security, thus clear the design goal and direction of thesystem.2. Design the architecture of the special command network message system.According to the design goal and research direction of the system, design thearchitecture of the special command network message system based on the reference to theX.400 message handling service protocol and the X.500 distributed directory servicesstandard, and analyze the functional requirements of the modules in the architecture. Thesemodules include: directory service module, long message reliable transfer service modules,message handling service module, user agent software, directory service managementsoftware and message handling service configuration and management software.3. Analy ze and design the main modules of the message system.According to the analysis on the functional requirements of the modules in themessage system architecture, further analyze and design the three main functional modules.These modules are message handling service module, directory service module and useragent software. The message handling service module is a distributed message servicereference to the X.400 protocol, the directory service module is a distributed directory service reference to the X.500 protocol, the user agent software provides the functions ofmessage sending and receiving, message storage and retrieval, message reading and receiptfor the users.4. Design the message emergent secure transmission subsystem generally then designit in detail.By the analysis on the functional requirements of the message emergent securetransmission subsystem, design the subsystem generally, propose the core of the emergentsecure transmission subsystem--the special command network security center SCNSC, thenresearch and discuss the functions of SCNSC and the message client in the subsystem.These functions are user authentication, user access control, public and private keysmanagement, session key generation and distribution, message encryption and decryption,message signature and verification. And then design these system functions in detail.5. Implement the message emergent secure transmission system.By researching and comprehensive using the socket, database and cryptographytechnology, using Microsoft Visual Studio 2008 as the development platform, programmethe server and client applications by C# language, so implement the emergent securetransmission system finally.6. Test the emergent secure transmission system and analyze the result.Test the user login authentication function and the message encryption transmissionfunction of the emergent secure transmission system in detail, and then discuss and analyzethe result.Currently the special command network message system has been applied to the battlecommand and handling the daily official business in our troops, and the emergent securetransmission subsystem as the backup and supplementary of the special command networkmessage system has passed the test. The test result showed that it can be responsible for thetasks of the military message secure transmission in a variety of emergent conditions.
