The emergency response system is capable of getting ready for any accidents and tacking the emergency calls. It is of remarkable importance to an organization or even a modern city. Information security is a popular topic in lots of fields. It enables the system to run securely while it can also make sure the function of the system and the freshness of message are reached.Digital signature and identity authentication are basic concepts in cryptography. Digital signature is the digital simulation of hand-written signature, which is provided by Rivest, Shamir and Adleman. If a message is signed by one side(signaturer), the digital signature protocol can make sure the message can be confirmed by the other side(validater). Digital signature is not only an important concept in cryptography, but also an important component of numerous security protocols. Authentication technology is the first shield of network and information system, which is a hot research field in information security. Meanwhile, the authentication based on cryptography is also an important research spot, which has a wide range of applications. On-line/Off-line scheme is used to accelerate the signature and encryption speed, which is divided into tow steps: on-line, then off-line. Since they have practical applications, we pay a lot of attention to their optimization and implementation. At present,online/offline signature scheme has never been realized, and that online/ofline encryption has no schemes in paper.This paper introduces the birth of emergency response system and its current applications. And explain the total function system of emergence responce system. We propose an efficient online/offline digital signature scheme based on the elliptic curve cryptography, and to ensuring the data integrality, we describe a new efficient authentication scheme, and we analyzes the difference between the old version and the two new version which we described. we put forward that induct them in the emergency response system and analyse it, this scheme can fulfill the requirements of efficency and securtiy of emergency response system, they can enhance the performance of system. Meanwhile, this paper elaborates how to deploy digital signature schemes and authentication schemes in emergency response system which is in the practical situation and we also introduces other extensions. Finally, the author designed and realized the two sub-system of digital signature and authentication.
