The rapid development of computer and communication technologies have impacted on all social life, from normal life, agriculture, industry to national defense. The military is an important basis of national defense. military conscription is a necessary prerequisite and guarantee for the army modernization. Force recruitment is important work to our country. Every year the traditional large-scale recruitment activities are poor efficiency and very difficult to achieve a scientific and effective quality assessment of manpower resources system, which is obviously unsuited to the requirements of military modernization. In order to improve this situation, make use of advanced computer network technology to improve recruitment efficiency and scientific and adopt a scientific and effective algorithm to effectively assess the quality of troops have become an important area to be researched.Conscription work is an important work carried out every year, in the past military conscription takes a lot of manpower, material and financial resources to the local government and army, it can't carry out efficiently. To solve the encountered many these problems and improve recruitment efficiency and accuracy of judging the quality of manpower resources, provide comprehensive and systematic assessment of decision-making for the leaders of army, we have researched and developed a decision support system in military conscription, this system can greatly improve recruitment efficiency and scientific of the work, facilitate the selection of outstanding military candidates.A decision support system of military conscription is proposed in this paper, following theoretical research and technical implementation are researched:1 Make the conscription system compatible to existing software systems in military force, improve efficiency and ensure data security.Considering the current application system, this paper intends to use the network-based approach to interconnect in all conscription aspects, using B/S development model, not only conducive to improving the efficiency of conscription, but also conducive to a unified data management and maintenance, ensure data security.2 Make the psychological test as optional conscription content.With scientific and information technology development, globalization requires not only a new era of soldiers has a strong physique and excellent military skills, but also the high psychological quality. The new military revolution requires the modernization of weapons and equipment, more importantly, the person's physical and psychological qualities faces enormous challenges, therefore the quality of psychological assessment when the soldiers drafted into the army is not only the method to improve the quality of troops, but also the future war requirement. two psychological assessment ways, which are self-evaluation of answer questions and interview assessment, are researched in this paper.3 Introduce the scientific evaluation system of human resources to conscription system.In this paper, with reference to prevailing human resource assessment model the characteristics of military personnel is analyzed, a scientific conscription evaluation system is proposed, a more comprehensive soldier resources decision-support algorithm is designed. This algorithm based on various types of assessment information, evaluation by a mathematical method of the present quality and development potential of the soldiers, it provided a scientific basis for military policy decisions.4 Design and implementation the decision-making system of military conscriptionMilitary conscription process can be divided into five modules, application entry, academic assessment, physical examination, psychological assessment and interviews, each functions of sub-module as follows:1) Registration module records the candidates online registration, military service registration and other information from the applicants fill in by themselves through the internet or the local conscription managers. The module record candidate's age, ethnicity, education, address, contact information, family situation and other basic personal information that will allow conscription departments to apply for an initial understanding of the soldier resources.2) Academic evaluation module examines the candidates'level of culture and class, examiners complete record of academic information, such as test scores, scholarship awards, achievements in scientific research and other academic information. It provides convenience for selecting high-quality soldiers.3) Physical examination module records the physical examination scores of candidates by the physical examiner. Module records the candidate's basic physical examination results, as well as physical fitness specialty information such as Long-distance running, martial arts fighting, shooting, etc. It provides reliable information for selecting outstanding soldiers for the army.4) The interview assessment module is aimed the political interview, arts expertise soldiers, military technology specialty areas, interviewing examiners filled in the performance scores, and finally a comprehensive evaluation will be given by the system.5) The psychological evaluation can be divided into two ways, which are candidate self-help online assessment and psychological expert assessment. Local government and military conscription departments could select different ways to conduct assessment of candidates. The results of psychological assessment is the privacy of applicants, the evaluation methods and results were due to the existence of ambiguity and error, so the evaluation will be only a reference.Finally, the conscription system has been functional testing, fault-tolerance testing and overload testing. Functional testing meets the conscription needs. The system has a certain degree of fault-tolerant capabilities, during the wrong operation can show user-friendly tips, data errors can be automatically checks and given prompt corrective. The system load handling capacity is strong and has timely response to concurrent links.
