Into the 21st century, as China's deepening reform of state-owned economy, the StatePower Company announced the power reform program in Beijing, namely theestablishment of the National Grid and China Southern Power Grid, as well as five powergeneration group. Since then, China's power industry which under the new thinking of the"Separating the company and resource, getting the resource by competition"has opened upthe electricity market which is the key point of the new direction of development. Such asall kinds of power plants and Power Group, are respectively as part of an independentbusiness get into a new competitive market environment. As energy supply business whichis related to the people's livelihood, no matter it is a plant or power group, first of all toensure is the safety of operation and reliability of the production. In this basic premise, tomake their own profit maximization, has become a primary means of survival anddevelopment and important goal. In this context, the economic system from the originalplan to produce up to now based on the scientific management and market-basedscheduling of flexible production is the only way the future development of power plants,many power companies are currently trying to search for a stable, efficient, ease ofdevelopment.Against this background conditions, in the process of seeking to maximize the powerplants'profits, through continuous exploration and research, the conclusion is that the weshould focus on the technology and management of the plant, and both in increasingrevenue and cutting expenditure we should do very well so that can only be good in today'smarket environment a firm foothold, and can be saved long-term strength development.First of all, on technically, we can introduce advanced production and operation ofsophisticated technologies aboard, such as generator sets and other advanced productionequipment, and can transform and secondary processing the advanced technologies whichare related to in order to continuously adapt to the new demands and targets of the domesticproduction environment. Second, with the expanding of the power plant business areas andthe scale of operation, the power plants are gradually increasing of in the management ofinvestments, particularly in human resource management. By the characteristics of thepower plant industry, the management of human resources has special needs, we must make strategic resource staff as the plant long-term effective management and training, in thiscontext, the previous manual type, text-style human resource management model hasbecome increasingly unable to meet the daily management requirements.In response to these circumstances, the construction of information in power plantareas, particularly in management systems, should be further uphold the power plantdevelopment goals and theory, the use of advanced information science and technology, fast,stable and reliable for operation and management system design and implementation.During the same time we should having the scientific and effective management,integrating plant available resources, to further optimize workflow and the details andhaving a effective human resources training and management, reducing plant operatingcosts, enhance the power plant staff's passion for work, all the staff working on theproduction to improve plant efficiency; the same time, the use of power plant informationplatform, effectively will be a number of manual-style, text style paperwork to transfer toan advanced and efficient computer network as a platform for the operation andmanagement systems, and use networks for the rapid transmission of information andeffective integration, in order to achieve paperless office production, increase production,office staff efficiency, reduce energy loss, and further to respond to national sustainabledevelopment and the "low carbon" office's call.In this paper, taking State Grid Power Company Limited KangPing production andmanagement system as the background, we used MVC-based design and development andother related technologies. The development process followed the norms of softwaredevelopment and gives from the pre - requirements analysis, system design, detailed designto system implementation and testing of delivery and all other aspects of theoreticalresearch and field development to the KangPing Power Company Limited human resourcesystem . We have accomplished all the work of this system and have made it online to thedaily work, all the users give a high apprise for it.In the early research stage, the project team went to State Grid Power CompanyLimited KangPing field to research, going deeply into the work of front-line the humanresources department to acquire the necessary information of their work flow, we got clearof the detailed work in different sections of the human resources staff and initiallyidentified user needs . After a detailed and comprehensive communication with the userthrough the demand analysis presentation, we got the user's actual needs, and ultimatelyformed the instruction of demand in documentation.In the system analysis and design phase, according to the actual situation of the human resources system, we determined the human resources system architecture and drew thesystem architecture diagram, as an important frame of reference of the development of thewhole system. Meanwhile, according to the system requirements analysis, the systemdesign and the actual situation of the human resources department, we made a cleardelineation of the system-level structure and mapped a diagram of the human resourcessystem hierarchy and a clear and comprehensive picture of the system hierarchy which laidthe foundation for further development work. And according to the actual process of system,we drew a flow chart of operation of the system.The detailed design stage of the system, first of all, according to the human resourcessystem requirements demand we gave additional documents for further explanation andfurther improved the relevant functional design. This stage of work focused on carrying outa detailed functional analysis and design structural design for system-level diagram of the13 sub-module, determining the functional role of specific modules, and the detailedfunctional description of sub-module of each module.In the implementation phase of the system, through the study of the system framework,we determined the system structure and function. In accordance with the result of thesystem design and detailed design, we analysis the common features of systems andachieved it, including the realization of system page rendering framework and therealization of the system paging capabilities. After the realization of the system frameworkkey technology, we made functional realization of each of the 13 modules and conductedthe distribution of authority, as well as internal testing. Through internal testing, werevealed a number of systems frequently encountered problems and resolved them.Meanwhile, we restrict the operating environment of software and hardware of the systemto ensure the safe operation. After a thorough and careful development and maintenance,human resources system has already meet the actual needs of the user, and run on-line,getting the user's consistent high praise.The implementation of human resources systems of power plants has importantpractical significance. First, it standardizes the plant human resources management. Basedon advanced science and technology, it optimizes the human resources, the workflow,details and the right human resources and effective training and management for powerplant. It reduced the power plant operating costs of production and improved the plant'semployees work ethic and work productivity; Second, it can effectively transfer many kindsof text-style head paperwork to an advanced and efficient computer network as a platformfor human resource systems, and use the network to achieve fast transfer and effective integration of information to achieve paperless office productivity which would improveemployee productivity, reduce energy consumption in response to the call of nationalsustainable development. Finally, it can be an opportunity of the comprehensiveinformation-oriented construction of power plants. By the Human Resources expand to theRun Department and the Fuel Department, and thus fully achieve the power of informationtechnology throughout the plant office. Truly achieve the goal that"from production tologistics, from the administration to comprehensive"totally working with information onbusiness and production office, so that it can improve the efficiency of the actualproduction plant. Therefore, the realization of this project has important practicalsignificance.
