In today's society, talent competition is the main competition, personnel management and wage accounting have been occupying an increasingly important position in management. In order to meet the needs of enterprise talent management, as an important part of the management of talent management, reasonability, timely and comprehensive analysis are all put on the agenda.The original salary management system are mostly manual handling; but with the rapid development of economy and computer technology and extensive application, new computerized salary management system has been tremendously developing; standard management, objective verification, batch computing, flexible queries and comprehensive analysis have become characteristics of a modern accounting system, which make great contributions for the current talent management, providing information on staff-related pay, also strengthen the core competitive force within the enterprise.Checking all kinds of software we used today, although it is very stable, and implemented the basic accounting functions, but for flexible management of wages, there is still much to be desired. Mainly happened in high industry, poor generality; good accounting function,poor analysis; strong independence, poor share personnel management function is too weak; social insurance, welfare benefits, personal income tax function works badly. There are interface vacancies with relevant government, banks sector data transmission, which leading to the relevant report and the task can not be paid automatically.This paper presents a new design method of flexible wage structure, it can adjust the wage structure according to wage policy, national policy (for the changes of tax and social security) or changes in payment policies, not only makes the continuity and integrity of wage data, but also provides a personalized single wage maintenance function, which has brought great convenience to pay the management.Firstly this paper analysis and design the system more specifically, according to the system functional requirements, dividing the personnel information management, information management, salary information management and user information management. Introducing implementation in detail; secondly, based on flexible development four-tier structure, make a detailed analysis of the existing layers of technical problems and solutions. Through the public data storage mode, the virtual table data structure, dynamic data processing technology, according to B/S model, and link information chain management and intelligent computing wages. Finally, the paper gives a flexible application development framework - Flexible Payroll System. Practical application shows that flexible wage system development framework is of good management of the feasibility and promotion, has some importance to the value of the modern enterprise management personnel compensation.
