Tremendous changes have been taken place in information management with the advent of the information age. On the one hand, computer and network technology has developed rapidly, new technical means continuously produced for the development and perfection of Management Information System, on the other hand, the way of Information Management continue to move to information and networking with the development of these technologies and the social productive forces.With the development of economy and informationized management in enterprise, as the most important and difficult part of Human Resource Management, wage management's is becoming more and more important in the development of enterprise. But the level of the wage management informationized is not high enough to content to the consumers' need because of the characteristic of itself and our national conditions. What's more, the consumers need more and more new service. So it is very important to find a new measure of developing wage management system to meet the demand of the era and the development of the situation.This thesis is based on this era background. First, it analyzes the development of informationized management and the technique of flexible system. Second, research of the basic frame of reference and the flexible framework based on Web has been put forward in the situation that the exciting do not meet the corporations' individuation need. The system structure and function structure of this flexible framework have been designed. An in-depth analysis has been done with the technologies and methods of flexible framework. Third, based on the technologies above, a Flexible Wages Management System has been designed. This system provides consumers' strong self-services, the "chain reaction" method to manage information and the function to calculate wages automatically. So this system can meet the corporations' need of individuation design, information communion, cooperancy between areas, diversity wages management and so on.This Flexible Wages Management System Based on WEB successfully applied in a company in Hefei of Anhui. This example proves that the flexible framework based on Web provides a feasible way to design individuation information management system, and can be apply to develop flexible system in short time.
