Perpsonnal management plays an important role in enterprise management, and enterprises are becoming more and more huge with the development of society. As a result, how to manage the personnal information is a big problem for enterprise management. Computer and database based Management Information System(MIS), has developed into a comprehensive subject covered management science, information science, systems science, and computer science, which is applied to personnel information management of industry, transportation, education and other enterprises. Conventional personnal information management focus on Compensation management, training management, personnel records management, recruitment management, human resource strategic management, performance management, but without specific business. The MIS which is suitable for specific enterprise is designed based on different service features.The composition of Dalian Electric Power Supply Company is complicated, and the Collective Office of Personnel Department manages the total payroll and personnel management staff, which is important and cumbersome. The information construction of Dalian Electric Power Supply Company occupied an important position in Liaoning Electric Power Company and the State Grid. Dalian Electric Power Supply Company has achieved information management in some domain. To improve the efficience of personnal management, this MIS is designed based on B/S which is suitable for electric power supply enterprise.According to electric power supply enterprise business, this project is designed based on B/S, Oracle 10 g database, Net Beans development platform and J2 EE JAVA. This human resources management information system manages personnel records and total compensation of Dalian Electric Power Supply Company. In this project, four user levels is designed to satisfy the different user permissions. This MIS has eleven functions which contain unit management, job management, personnel management, payroll administration, bonus management, labor management, salary statistics, statistical tables, employee insurance tables, not finish inquiries and system management. This human resources management information system manages personnel information and total compensation, improves the company efficiency and reduce the costs.
