This thesis is under the financial aid of the project supported by national natural science foundation Study of Icelayer Thickness Sensor and Detection Method ( 60672028) and the special science and technology projects of revitalizing the city by Scince and Technology in Taiyuan city Allweather hydrological telemetering system in Fenhe river basin,Taiyuancity.It is a applied basic research which has fully analyzed actual demand in the design of river water regime automatic forecasting system,and,which has completed by combined with PLC technology,GSM technology, short message technology and Kingview configuration software technology.In modern water conservancy and the management to water conservancy project, it need to set up a security system which should be both given consideration to disaster prevention and water resource optimization management. Water regime automatic forecasting system is the key link in this security system.It can provide kinds of hydrologic information such as water level, ice thickness, water temperature etc,whicn is important basis for the security of water conservancy project and related areas,also these information can provide effective intellectual support for the information management and decision in dministration.This water regime automatic forecasting system using modern technology for real-time telemetry, transmission and processing the hydrologic information,improved speed and accuracy of the hydrological information forecasting and expanded the range of hydrological forecast. It had taken Fen River Hydrologic Forecasting in Shanxi Province for the engineering background,then developed and completed a system which contains three parts,terminal acquisition, information transmission, comprehensive information management. Fenhe stretching several hundred kilometers, runs through Loufan County, Gujiao and Taiyuan urban area and so on. All around the basin are mountains and climatic conditions are relatively complex,especially in winter the ice thickness may up to 60-90CM because of the cold weather. In addition to the severe soil erosion upstream, summer is also a high silt content of flood-prone.Due to natural environment, for the protection of water conservancy project can maximize efficiency in which both given consideration to disaster prevention and water resources scheduling,the design of Fenhe water regime automatic forecasting system become an urgent and significant task.QinJianmin,a professor in Measurement and Control Research Institute of Taiyuan University of Technology,who has designed a water regime automatic forecasting system which was based on some physical characteristics of air,ice and water. And it has been widely used in Fenhe river basin.The prediction of this system is exact and working steadly,however, the climatic conditions inside of the river basin are so bad that there have happened many accidents thus equipment suffered damage by thunderstroke.To ensuring the forecasting system can operate stablily in more thunderstroke region and circumstances,during the improvement,I used PLC as central processing unit and replaced the former forecasting termination which tooked 430 single chip microcomputer as its core, and at the part of connector used optocoupler isolation in order to minimize the losses caused by thunderstroke. Owing to GSMNetwoke has so many superiorities as wide coverage, low-cost operation and reliable data transmission that the monitoring system used GSMNetwoke as its communication platform between upper computer and monitoring termination. Upper computer of monitoring system has developed and completed by using 6.53 Kingview configuration software,it has achieved many founctions intensively as setting up the parameter of terminal acquisition equipment,and,obtaining, gathering ,analyzing, reporting the hydrological information and curve plotting etc.Finally, a water regime monitoring system ,which meet all conditions of project application and has stable performance as well as accurate prediction,has designed succeed.In the system design process, mainly to do the following work:(1) Designed the optocoupler interface and built the forecasting terminal hardware circuit.(2) Acquisition algorithm and filter algorithm was designed and implemented in collection process.(3) Designed and implemented a forecasting device terminals and GSM communication interface.(4) Designed and implemented the founction of upper computer's serial port communication.(5) Designed and implemented the founction of upper computer's serial port communication.The system has good stability, scalability and maintainability, it is a combination of PLC technology and configuration software in waterregime monitoring system. I believe this technology will further promote in the field of hydrological forecasting.
