In recent years, domestic and foreign emergency events are increasing, so the emergency plans for these events are constructing. Since most current emergency plans exist in text and have low informatization degree, the concept of digital emergency plans is proposed. Currently existing emergency system have many problems, such as lack of information sharing and adaptability in the distributed heterogeneous network, so the digital emergency plans based on the Semantic Web Service is constructed to solve the above problems.Firstly, Semantic Web and Web Service which are the key technology of Semantic Web Service are introduced in this thesis. We introduce the concept of ontology and ontology description language. Web Service is an important application of software technology. But the process of service which is lack of semantic concept makes its service matching process of less flexibility. Thus the Semantic Web ontology technology can be used to construct the Semantic Web Service.According to the above questions, the digital emergency plan system by using Semantic Web Service technology is proposed in this thesis. Main results are as follows:(1) The Semantic Web and Web Service are researched, and then the concept of Semantic Web Service is proposed in accordance with the characters and advantages of Semantic Web and Web Service. Service registry-matching mechanism in UDDI is introduced in detail, and its lack of semantic description is introduced as well. Thus, the concept of ontology and Web services technology are combined, with expansion of the traditional UDDI service registry matching mechanism. The services matchmaking process is constructed with a semantic feature and improved the recall rate.(2) According to The national emergency plans for general public emergencies, we extract the relevant concepts for emergency plans, construct the framework of public emergencies, and create the concept of the domain ontology based on it. The OWL - S/UDDI matchmaker working mechanism and matchmaking algorithms of Carnegie Mellon University is researched, and the defects of the algorithms are pointed out. We use the concept of semantic similarity to make the algorithm more accurate.(3) According to the theory above, the digital emergency plans system based on the Semantic Web Service is proposed in this thesis, and the function of the system and mechanism is designed. In the realization of the system framework, the building progress, the environment of experiment and the main functions are researched.This thesis has been made some research results, but in the detail functions of digital emergency plans system are still lacking. So the main aim of this thesis is providing some direction for the Semantic Web Service application fields and the construction of the digital emergency plans system.
