The intelligence and convergence of telecom service represent the trend of the times. However, the current capacity of telecom network only realizes the sharing in the grammar level, and it could not enable its semantic sharing with Internet. Although the majority of telecom service execution logic is complex, it can not provide services in a customer-centric way. This article introduces Semantic Web services technology into telecom service field to enhance the service convergence and intelligence.Firstly, this paper makes a brief introduction of basic concepts of Semantic Web and Semantic Web services, and proposes the intelligent telecom service model. In the model, we introduce the telecom service domain ontology, and achieve the knowledge sharing in this domain; we present an ontology based user individuality database, and make use of the natural reasoning characteristic of ontology to strengthen the mining of user interests; we also introduce the intelligent agent to release user from the selection of huge amount of services. This article also discusses the design of framework, work flow and module function of semantic UDDI with telecom domain features in detail to sharpen the service discovery and sharing. Finally, we illustrate a service scenario to make an explanation and verification of this model.
