Change and crisis management are the themes of 21st Century, unconventional incidents increasing year by year affects social development and public safety, constantly tests the government's crisis management capability and social credibility, public crisis management has become core topic in the world. Information problems in crisis receive more public attentions. By supporting for decision-making ultimately, information needs of crisis management is demand of the era. Against Unclear definition and confused logic of information needs nowadays, this paper tries to analysis from three aspects:Process theoretical research of Information needs in public crisis. Based on theory of information needs, integrated with information engineering theory, this paper constantly refines needs from requirements management, requirements analysis and analytical methods, presents whole process of requirements management in crisis.Information needs modeling of decision-making. Starting from the needs analysis and with the introduction of the OODA model of emergency decision-making, this paper deconstructs information needed for decision support; constructs information needs directory of public crisis decision-making.Structure Representations of Information needs in public crisis. Needs is information, On the basis of Scenario and capacity-oriented thinking, this paper proposes mapping from the situation to demand and "meta demand", using ontology method to upgrade the efficiency of expression. It structures an ontology-based representation model of information needs from scenario layer, task layer, status level, field level, the top layer with ABC event model.
