Based on crisis communication theory, social network theory, complex network theory, disease spreading model and complex adaptive systems (CAS) theory, this article focused research content on social networks, dynamics of the dissemination of crisis information and government crisis information management system with empirical studies, empirical analysis and model construction, computer simulation and other methods. The main research content and innovation are as follows:1 The dissemination law and topological characteristics of social information communication networks. Based on social network theory and complex network theory, put forward the concept of social information transmission network, and divided it into the traditional vector-based interpersonal communication networks, mass media communication network, the Internet information transmission networks and modern communication four sub-networks communication networks, and studied topology characteristics of social information transmission network by way of bottom-up analysis.The study found that four sub-networks with different structural patterns, node type, and transmission speed, transmission mode, and distortion of dissemination. The process of information dissemination in society is a complex process spreading over all four sub-networks at the same time, and social information transmission network has two nodes types—hub nodes and ordinary nodes。The sub-network between hub nodes is a full connectivity network, and the sub-network between normal nodes is a complex networks with small world and scale-free properties based on interpersonal relationships (including the traditional relationships and online social relationships), and the sub-network between hub nodes and ordinary nodes is star-shaped structure.2 The SISN Model Construction. Reviewed several complex network models that simulated real interpersonal networks, based on JGN model, by adding the hub nodes and changing the generation rules, built SISN network model which is able to fit the topology characteristics of the social information transmission network better. By studying SISN average path length, clustering coefficient, degree distribution, proved SISN network has small world and scale-free properties.3 Reconstruction of transmission mode of the crisis information under the network environment, and crisis information dissemination sessions feature. Based on the classic Shannon model of crisis information dissemination, combined with the new changes in the dissemination of crisis information in the Internet age, re-build the dual-channel mode of crisis information transmitting in the network environment. According to this new mode of crisis information dissemination, the life cycle of crisis information dissemination will be divided into three periods—information incubation period, information outbreak period, and the stable period. Then we discussed the characteristics of each period.4 Research on the dynamics of the spread of crisis information on the society information transmission network. Established the ISKS-ISK two-stage model of information dissemination on society network considering the interaction of real information and rumors, and carried out computer simulation on the SISN network model. Simulation results showed that: The network size has little impact on the spread speed of crisis information on the social network, regardless of how many nodes in the networks, the crisis information can always spread to the whole network rapidly; but the initial number of communicators and information dissemination of probability are major factors impact the speed of crisis information dissemination; also found that, when the Government and other authorities to intervene and refute the rumor, rumors will quickly disappear.5 Design of government crisis information management system based on CAS. Study of complex adaptive systems (CAS) theory and the inspiration to government crisis information management, and built our government’s three-dimensional degree of crisis information management system based on CAS - full life cycle of crisis information management processes, multi-level crisis information system, and the multi-dimensional channels of the crisis communication. And proposed a number of policy recommendations on the mechanism of our government’s crisis information management based on the reference to foreign governments’experience and mechanism in crisis information management.
