LS College Library Book Procurement Supply Chain Planning And Information System Design

University College Book procurement is an important part of daily work. Book procurement quality directly affects the quality of library collections, and thus teaching and research university, campus culture and creating a harmonious campus construction impact. However, the current national university library purchase a long-term impact of education program instructions, common library of high procurement cost, low efficiency of the procurement problem. In particular, the background for the reform of higher education developed under the formation of an independent college, due to various educational facilities and school still need to continuously improve educational resources, university library procurement issue becomes more serious.This article takes LS college library book purchase for the case. At first, from the objectives, principles, organizational structure, procurement, human resources status, procurement business process management on the status of procurement LS Institute conducted a survey. On this basis, the supply chain from procurement, procurement strategies, organizational structure and functions, human resources, supply chain efficiency, supplier management point of view in-depth analysis of the University Library and the procurement supply chain and point out that if the procurement strategy is not clear, organized irrational structure, responsibilities and rights unequal, human resources and equipment unreasonable, inefficient supply chain, supplier management is not in place, and many other issues. To solve the above problem, the paper based on the theory of Strategic Management Institute Library was constructed LS procurement strategy:to purchase books and Kraljic orientation matrix structure based on analysis of the LS School of Library and procurement sourcing strategies; discusses the AHP-based supplier management approach decision making; then introduced the book purchasing human resources strategy and joint procurement strategy development, organizational structure and procurement of books and business process re-optimization.In the procurement supply chain, information flow throughout the entire process of procurement, information flow in the supply chain from planning and coordination role, use of supply chain management information system can realize the effective management of information flow. The second part of the paper discusses the method based on system life-cycle books procurement and supply chain management information system planning, including pre-feasibility analysis, system requirements survey, system functional requirements analysis, data flow analysis and system design and detailed design. To build the LS School of Library and Information System for procurement and supply chain management and the overall model of functional modules, each module in detail and design.
