In China, the rural economy was lagging behind relatively and developed slowly because of remote geographic location and single industrial structure of countryside, and the bottleneck of rural economic development is the lag and obstructed information in countryside. The 5th Plenary Session of the 16th Central Committee of CPC puts forward the great history mission of constructing new socialist countryside which is ranked first among the top ten economic development policies during the period of "11th Five-Year Plan" in China. Advancing the informationization of countryside has significance for constructing new socialist countryside. The informationization of countryside is based on broadband, and the precondition to increase agricultural benefit, increase income of peasants and develop countryside is to construct broadband communication networks. Through introducing broadband to countryside, timely, fresh and useful information is brought to the closed and lagging countryside, peasants benefit from informationization through many informationization means, and modern information technology is widely applied to every link of agricultural production, which is beneficial to quickly and effectively reform and elevate traditional agriculture, and promote agriculture industrialization and modernization process. It is observed that the cuncun tong broadband project is a project supported by people beneficial to the nation and people, and is significant to promote regional economic development, industrial distribution and urban and rural construction.In the later half of 2006, as a state-owned large basic telecom operator, Shenyang Netcom begins to advance the informationization construction in countryside. There are totally 23 countryside informationization pilot villages in Shenyang city. On the basis of the successful experience of pilot villages, Shenyang Netcom started the cuncun tong broadband project at the beginning of 2007, and planed to achieve the construction object of realizing broadband access to all villages and towns, administrative villages and natural villages in Shenyang city in 3 to 5 years. This thesis has a research on the cuncun tong broadband engineering project of Shenyang Netcom, combines thoughts and methods of project management with practices of the cuncun tong project, and realizes the target of engineering construction of high quality and efficiency through the three factors of rationally designing project organizations, tightening communication management and effectively controlling management.This thesis includes seven parts as follows:Introduction, introduces the background and the meaning of the topic selection in summary. Through research, this thesis summarizes the application experience of project management in the cuncun tong engineering project and finds out the inadequacy of project management to provide beneficial lessons for implementing following projects, and provides some bases for the standardized management and procedure improvement of communication projects to help enterprises upgrade the core competitive capacity.Chapter 1, is the detailed analysis of requirements for rural communication, including the current development status of countryside, and the current development status and the development trend of rural communication in this area. This chapter discusses problems in the development of rural communication, and indicates that high construction cost of rural communication and slow recovery of enterprise fund are key factors affecting the development of rural communication. At the same time, under the background that the state constructs new socialist countryside and gives energetic advance to the informationazation of countryside, rural subscribers' requirements for all kinds of multimedia information will be urgent increasingly, and the broadband service will be promoted and developed effectively.Chapter 2, expounds on the meaning of the cuncun tong broadband engineering project of Shenyang Netcom, illustrates the importance of informatization construction in countryside and the status and function of cuncun tong broadband, indicates that cuncun tong broadband is a key link to advance the informationization of countryside, carries out SWOT analysis of the construction unit - Shenyang Netcom which implements the cuncun tong project, and specifies advantages and disadvantages of enterprises and chances and threats in environments.Chapter 3, expounds on the design scheme of the cuncun tong engineering project, mainly including the development target, the emphasis in work and the construction principle of the project and the construction scheme of every professional network. For the medium-term target to be realized in 2007, this chapter determines a concrete design scheme, makes economic evaluation on this scheme and draws a financial evaluation conclusion basically viable.Chapter 4, puts the emphasis on introducing the implementation of the cuncun tong engineering project of Shenyang Netcom. This chapter expatiates on design of the project structure, communication and management of the project and the control procedure of investment, progress and quality on the basis of characteristics of the cuncun tong project. This chapter also puts forward countermeasures to raise communication effectiveness, including standardizing report formats, specifying communication channels, establishing weekly report tables, monthly report tables and the regular meeting system of the project, and adjusts these countermeasures continuously through checking communication situations regularly to ensure communication without deviation. The quality of communication projects as specific commodities is very important; the technical level of project management of communication enterprises is not high yet, so communication enterprises shall take measures to fully reinforce the development, training and employment of project management talents, and continuously improve and perfect their internal management.The writer has engaged in communication construction management for many years and taken charge of the construction of thousands of communication engineering projects. In practices, the writer deeply felt that combining "communication project process" and "management process" tightly and using the theory method of project management to guide engineering implementation can ensure the effective operation of engineering construction and have active effect on promoting the procedure by which enterprises standardize internal management. At present, the new recombination of operators has finished. With the release of 3G licences, the three major operators of China Mobile, China Unicom and China Telecom will enter the era of full service competition, and every operator has started to penetrate into fields of rivals. With the intensification of market competition, requirements for the construction period, cost and quality of communication engineering are high increasingly. Although project constitutions are different, the implementation procedures of projects are similar to a great extent. The writer hopes to provide an exercisable solution for developing communication project management and achieve the finial purpose of comprehensive, coordinated and sustainable development of communication enterprises through the research of this thesis.
