With the further system reform of China's news regulation and increasingly fierce market competition of newspaper industry, many previously public-institutionalized newspaper companies have now adopted enterprise commercialized management, and transformed themselves into collectivized companies. As a result, over 40 newspaper groups are now established nationwide. However, the lingering influence of management methods for public institutions still remains even after the establishment of newspaper groups, thus making the "maladjusted" management methods become a hindrance to further development of newspaper groups. This problem manifests itself in the internal organization of those groups, which tend not to consider the newspaper as a market-oriented product, thus making the business seriously detached from market competition. By introducing organization management concepts of contemporary companies, from the perspective of market competition, and with a holistic approach, this research focuses upon newspaper groups'organization and management. And with a deepened reasonable understanding of it, this research also works to establish an organization and management system that is adaptable to the newspaper industry development and market competition, in order to cultivate and enhance the newspaper groups' competitive strength.The choice of organization structure has to be made by analyzing the factors inside and outside the newspaper groups, the organization structure is supposed to change and adjust itself according to the environment and organizational strategy, and it should be adaptive to the characteristics and disciplines of news industry. The organization designing also has to consider the uncertainties of such factors as strategy, scale, technique, and environment. In the process of newspaper groups' organization designing, special attention must be paid to the following three issues:1 "two divisions" and newspaper groups' organization structure,2 the issue of centralization and decentralization, and the issue regarding how to deal with the relationship of responsibility, power and interest,3 "selling of totally three times", and the internal communication and coordination among newspaper groups.Though analyzing the organization structure of Jinan Daily News Group, it is discovered that the overall structure of the group does not meet the demand of "two divisions", and also found that minor problems also exist in the department setup as well as in "power and responsibility" division. And most salient is a lack of powerful organizational backup for cross-department communications. Thus, to win the initiative in the newspaper industry competition, the reform of organizational system of Jinan Daily News Group is a must. To elaborate, in the first place, the labour division of "editorial board and finance committee under the leadership of party committee", each with individual responsibility, must be perfected. Secondly, the function positioning and "power and responsibility" division of the following departments has to be adjusted, including advertisement management center, news researching and planning center, personnel department, work office, economic management department, and Shun Net. Thirdly, matrix organization structure should be introduced to editing and business managing departments, in order to better facilitate the cross-department communication and cooperation for market competition.
