The Design And Implementation Of Jiangsu Mobile EOMS System

As the competitions of the telecom market increase, the low-profit era is coming. Reducing operation and maintenance costs and enhancing work efficiency have become increasingly demanding. Now the urgent task is precision management, cost efficiency and optimal allocation of resources.At present, China Mobile proposed the strategy of "doing world-class enterprise, from a good to great new leap". According to the spirit of this strategy, the goal of the network work now is "raising the level of standardization of the network operation and maintenance, and creating excellent operation and maintenance system", which follows the goal of "Quality Leadership, run efficient and effective support". Then, the electronic operation maintenance system is started up.The electronic operation maintenance system is the core supporting platform of China Mobile's network operation and maintenance work, whose main function is to operation and maintenance process management. In this paper, we use Rational Unified Process (RUP) as the software development methods, and use the Unified Modeling Language (UML) as the analysis and design description language. According to China Mobile's Operation Maintenance System technical specifications, we design and implement the Jiangsu Mobile Electronics Operation Maintenance System Phase III. The System, which is based on workflow, uses Oracle as the back-end database, and is developed with the Java language. The entire system is divided into eight modules, such as system management, report management, job planning and management.After describing the architecture and functional structure of the system, we emphasize the detailed design and implementation of the job planning and management. This module is very important in the system, and includes template design, template approve, template modification, template transmit, template decomposition, template implementation, quality control, monthly sum-up and other functions.to achieve the daily operations of programs for the development, implementation and monitoring process management, free from inefficient paper-based office, manual transmission conditions, the basis for maintenance personnel to improve work efficiency and quality of work, reducing operation and maintenance costs and routine maintenance work can be achieved scalability. Management process through the operational plan, not only facilitate the work of inspection and examination, but also be able to promptly solve any problems arise, prevent problems from recurring. At present, the system after the trial operation has achieved good results, improved operation and maintenance systems management efficiency.
