Radar observation & plotting & radar simulator certificate exam plays a significant role in merchant marine officer qualification exam. Although in China theory exam of radar observation & plotting & radar simulator certificate has been non-paper, scoring of radar simulator operation evaluation is still manual. Manual scoring increases examiners'workload and is subjective. So there's an urgent need of ship radar/ARPA intelligent examination system that can make the whole test process networked, standardized and automized. The system introduced in the paper is based on the platform of V. Dragon 3000 ship radar/ARPA simulator designed by Dalian Maritime University. The system is affiliated to ship radar/ARPA intelligent examination system project which belongs to maritime bureau exam center of China ministry of communications.There are two leading exam types:starting radar & ARPA mannual acquisition and radar plotting. Expert evaluation method was applied for starting radar & ARPA mannual acquisition exam. Member function was used to gain membership degree which was multiplied with its corresponding weight to score the exam. Based on feasures of radar simulator and computer programming, the accurate formulations of DCPA, TCP A and time of resuming speed/course were deduced. The system contains two parts:the server and the exam terminal. In the server, examiner can set exam and the test record is saved. In the exam terminal, candidate can operate simulator to answer test and the operation is assessed.The system is helpful for improving candidates'radar simulator operation skill, acoiding subjectivity of manual scoring and reducing the instructors'physical burden. In addition, it perfects radar simulator.
