Due to various reasons, fishery radio developes slowly. The fishery radio in the market is long in communication setup time and is poor in quality of voice. So, it is very important to design and develope a new all-digital radio with short setup time and clear voice quality.Firstly, the background and significance of developing a new all-digital radio is described. Secondly, the general structure, characteristics and function of fishery marine radio are given. In addition, the scheme of hardware for the radio is also given. Thirdly, the communication interface protocols between MCU and DSP, DSP and FPGA are designed according to the principles of more universal hardware circuit and simpler software programming. In the design of the interface protocols, the features and resources of MCU, DSP and FPGA are taken into account in a whole. Fourthly, with some of the current mobile communication systems as a reference and according to the requirement of the radio, a digital signaling is designed based on the comparison of the characteristics between the common channel signaling and associated signaling system by Matlab simulation software. Finally, the communication procedure is designed, implemented and measured. The test results show that the signaling design is reasonable, effective and feasible.
