As a fishing-dominant country with the fourth coastline length and a huge fishery population in the world, fishing is the survival of the pillar to national economy and people’s living. To ensure safety of fishermen is the top priority because of the complex and volatile marine environment. However, at present in China, the fishery communication condition still needs further development. Our government has paid higher attention to propelling the progress and compatibility of the fishery communication condition. All-digital modulation-demodulation (MODEM) is such a fishing vessel radio system complied with the progress and the needs of the fishermen, which has improved the efficiency of communication. And the relay adapter also improves the fishermen’s living standard.The author selects the orthogonal modulation and demodulation mode, orthogonal modulation and differential demodulation mode as the realization of digital FM signal and GMSK signal respectively after analyzing different MODEM modes of FM and GMSK. Then, by comparing the four architectures of the software radio communication, the author chooses flow type to be the hardware architecture of the all-digital MODEM. Then the author removes panel and handle as the improvement of fishing radio to be the wireless module, together with fixed phone module and network module to make up a relay adapter. On the basis of designing communication protocol between the wireless inner module and other modules and the software architecture, the author programs and realizes the relay adapter’s main function. The results show feasibility and correctness of the theory and platforms based on MATLAB simulation verification.
