In China the radio communication system for Marine Fishery are mainly analogue communication. Digital system is safer and can work at a higher rate in comparison with the traditional one. With the development of marine fishery, the transfering of digital voice and digital services is more and more important.In this dissertation, firstly, the status, achievements and development trend of national and international marine fishery communication system are analyzed. Secondly, the design requirement and functional description of a new type all digital radio is introduced. Based on the principle of digital modulation/demodulationl and the design of receiver and transmitter, a implementation scheme of the radio is proposed, in which advanced communication technology, network technology and embedded system are applied. Thirdly, the hardware of the all digital radio is designed and implemented. The communication distance is improved greatly by optimizing the radio power and improving the sensitivity. The setup time of communication is reduced by using MSK/GMK modulation. Fourthly, according to the design requirements of the CDMA radio, the functions of call, SMS, MMS, surfing the internet and remote control can be realized by transmitting AT command to EM200 module through serial ports under WINCE5.0. Furthermore, the circuit of power, input and output of the audio are designed. Finally, the thesis is concluded by a discussion and a summary of the work presented.
