This paper gives an introduction of the precision approach of the civil aviation flight, the classifications of landing and the accuracy requirements to be achieved, and an introduction of the instrumental landing system (ILS) and the performance and application of the Vulcan navigation systems (VOR) controlled by the precision approach in the process of landing .This paper analyzes the structure and performance of the instrumental landing and the VOR navigation receivers of different models. The current popular FPGA and DSP, and other advanced digital signal information are used to deal with technical problems. This paper puts forward implementation solutions for the receiver hardware in different modes, including the basic working principles of the two kinds of working patterns: the Instrumental Landing System, and the VOR Navigation System; the corresponding solutions'proof, as well as a series of new algorithms and new ideas which are suitable for FPGA implementation process.This paper mainly studies the implementation of VOR navigation receiver, including the phase comparison techniques of the 30Hz variable phase and the Bezugsphase, and the performance analysis of IIR filer and adaptive filter and the FPGA clever implementation.Finally, this paper presents a System Simulation Diagram, the measured data, the diagrams of the hardwares, and the test diagram, as well as their performance indicators for the Instrumental Landing System and the VOR Navigation System. According to the simulation and test results, we can see: the experimental results of the instrumental landing system and VOR navigation receiver are consistent with the theoretical analysis, and the design accuracy meets the system performance requirements.
