The Research And Realization Of Resource Management Information System

With the rapid development of the financial electronic construction in commercial banks, e.g., the increasing investment scale in electronic hardware, software and related services, IT Resource Management workload has increased significantly. There is a big difference in the management of computer resources among Branches, that is, they have no uniform standard. Because of the different intensity of the resource management, the data cannot be shared. It has brought great difficulties to management, and brought the potential risks to the control of business supervision. Therefore, it is urgent for the bank to introduce a new resource management system.In response to these above circumstances, a line of device management at the Head Office has proposed a "resource management system requirements of the bank ". Through the analysis and research on demand, the software development center determined the feasibility and necessity of developing resources management systems. Resource management system is set up by the Information Technology department, led by the Equipment Management office, developed by the software development center. The system has been named " resource management system of the bank", for short RMIS.This paper describes the design and detailed description of scientific and technological resources management system from its background and purpose, and analyzes and describes the implementation of some important modules.The topics of this paper comes from a project of the bank named "Resource Management System", which is proposed for the need of the management of resources in the bank.By the analysis of business needs, we have found the demands made by business unit can be divided into five parts, that is, procurement management, accounting management, supplier management, reporting statistics and systems management by the resource management system.Through the purchasing management of technology products, including recording the entire procurement process of IT resources, and forming planning, requirements, projects, contracts, correspondence tree of resources as well as their associated data, the resources management from procurement to the real physical has become an organic whole, which provides the basis and reference for the use of funds, program development, contract enforcement, resource acquisition and allocation.Through the management of resources, the properties of the implicit dominance of IT resources has become obsolete. Physical characteristics, the inherent value of properties has turned to be static negotiable and query data. The use, maintenance and change of resources has turned to be the dynamic data. They provide the source data and track record means to the comprehensive management of IT resources.Through vendor management, all the cooperation suppliers of the bank become a unified common information base. At the same time, all kinds of resources are consistent with the external suppliers'association properties. That will help standardize vendor management requirements, achieve information sharing, and then provided a guarantee for an accurate analysis of the partnership between the bank and external suppliers.Through the statements of statistics, a number of independent basic data record has been analyzed according to the property characteristics. Processing and analyzing data from the point and surface, we are able to know the overall situation, provide a basis for decision making, and focus on analyzing the information concerned according to meticulous management needs.Through the centralized management of the system parameters, such as resource type, brand and model, the standardization of key attributes of the resource accounting data has been realized. Therefore, all levels of scattered data has become a whole to lay the foundation for the statistical analysis.After resource management system putting into operation, IT resource management system, which is centralized, scientific and standardized, has been established. Resource management processes has been standardized. All these means has greatly reduced the pressure of the branches in resource management and maintenance, and provided a centralized monitoring platform to managers, enhanced management capabilities and strategic decision-making ability, improved the reliability of running the IT resources, lowered input costs, maximized IT resources utilization efficiency, and further enhanced the bank's science and technology intensive management level.
