Blended learning is a kind of teaching strategies or ideal of education with the development of reflecting upon E-learning (network learning) and considering carefully and rationally on C-learning (traditional classroom learning). The blended learning theories are based on behaviorism, cognitivism and constructionism. It blends the advantages of E-learning and C-learning and fills up a deficiency of them. Blended learning provides learners with good learning condition, its ultimate purpose in order to improve the overall qualities and ability of learners and attain the best results of teaching and learning.At present, the research on the blended learning is mainly attached on the field of the training in enterprise and companies, but rarely in the school teaching especially high and secondary vocational or technical schools. Presently, the information society set a higher request to student's information accomplishment, original computer foundation educational reform imperative. The blended learning appearance and the development has directed the direction for the computer educational reform, and the blended learning can combine tradition teaching with the network teaching merit, its advantage to enhance the teaching effectively, efficiency and quality.In this paper, I carried on the study on the design and application of the blended learning for the curriculum "Computer Foundation" in the high and secondary vocational or technical schools. First, the paper elaborates the present situation of the development and research of blended learning and analyzes the good and bad points of C-learning. Then the paper analyzes the essential factor of blended learning, such as, the characteristic of students, the study content, the study media, the study method, the study pattern, and so on. The key is to fit these essential factors together. When analyzing the characteristic of student, the paper emphasizes on paying great attention on the development of non-intelligence factors of the student. It manifests that we can take the blended learning theory to solve the teaching question idea as the guiding ideology. Finally, I applied those theories in the curriculum teaching of "Computer Foundation" in the high and secondary vocational or technical schools. The paper places emphasis on three aspects as the teaching analysis, the teaching activity design and the teaching appraises to design the concrete teaching plan. Using the multi-dimensional appraisal way and designing the appraisal gauge for the classroom teaching, which suits for you. Analyzing the obtained data, we can draw such conclusions: when the blended learning theory is applied in the curriculum teaching of "Computer Foundation", it can enhance the teaching effect effectively, and it is advantageous to cultivate the overall qualities and ability of students.
