Nowadays, network education resources are rich and colorful, and websites for education resources are countless, In the process of, it isn’t the most important to consider repeated investment or make the same kind of existing resources, but to improve the organization and reusability of existing resources. At present, in order to realize the application of semantic Web in education resources field, the main ways are the establishment of the education resources of Domain Knowledge Ontology and the semantic annotation of education resources metadata. However, the traditional ontology creation and maintenance are finished under the guidance of domain experts or knowledge engineers, which causes high cost of creating and maintaining the ontology, inefficiency in ontology construction, difficulty in grantee the quality of the product based on ontology and delay in update.For these reasons, this paper puts forward an ended service model for reuse-oriented education resource. Besides, blending the thought between reuse of ontology and information integration of education resources, this paper introduces a new mechanism of ontology evolution. This model can effectively promote the ontology construction, implements the open, sharing and reuse of education resources on the semantics better, and avoids the repeated construction. This paper discusses the metadata model of expressing ontology changes which create in the course of ontology evolution and algorithm of detection the consistency of ontology evolution. Finally, the paper constructs the education resources ontology repository which based on reuse-oriented education resource extended service model, to completely store the ontology of education resources, then verifies the practical application value of this model.
