Due to the rapid development of computer technology, and especially of network technology, the direction of integratize, intelligentize, networktize, the shortcoming of traditional development model of MIS is gradually exposed. Because of the development cycle and costs, and personnel deployment on the factors that can no longer meet the requirements of efficient development. On the other hand, the ability of reusing is aroused great attention, software which lack of university is not vitality. In order to solve the above two issues, the universal platform is created, the related products have been widely used and obtain great results, but there are also limitations.In this paper, aiming at the lack of current universal platform, proposed a sort of universal development platform based on data dictionary that is UDPDD. Users only need to grasp certain ability of writing SQL statements, don't need to well versed in programming language, users can use the platform develop a MIS system quickly and easily, to shorten the development cycle, reduce development costs, and improves the efficiency and quality of development.The UDPDD platform is achieved in B/S mode, based on light J2EE framework, using the classic three-tier to design, it through the design and control on data dictionary, achieved the separation of program development and table structure, Using software reusing as the basic idea, combined with dynamically generated interface technology, and program auto generation to achieve SQL statements and interface automatically dynamically generated. User can complete the MIS system development through some simple operation on the interface.Finally, to verify the validity of the system designment and implementation, using the equipment maintenance system of Volkswagen (Dalian) Engine Corporation Ltd as a testing instance.
