National health is the basic purpose of building a Healthy China.To achieve this goal,China has implemented a series of informationization measures.The Universal Health Information Platform(UHIP),As one of the significant support means,undertakes the important task of integrating health information resources.However,the "chimney" between systems has all along increased the difficulty of resource integration and data interaction.Moreover,because of the large quantity,real-time changes,complex situation of health resources data,massive medical data has not been effectively utilized.Data quality is an important prerequisite and basis for ensuring data exchange and sharing and medical health data analysis.Data standards are important means to ensure data quality.Therefore,it is imminent to carry out accurate and unified expression and standardized expression of basic data,and to guide and standardize the construction of platform with standards.Objective: According to the construction requirements in?Functional Guidelines for the Application of Provincial Regional Population Health Information Platform?(Hereinafter referred to as?Functional Guidelines?),comb data comprehensively involved in Provincial Universal Health Information Platform(Hereinafter referred to as "platform").Using standardization means to carry out data element standard research.Lay the foundation for data interconnection and exchange of provincial universal health information platform.Methods: Comprehensively apply the methods of literature research,On-the-Spot Survey,empirical study and expert consultation to carry out research.Firstly,use the method of literature research to widely collect and sort out research methods about related standards,and requirements in relevant documents about the function of Universal Health Information Platform.Then comb the workflow of realizing the function and clear out basic data involved,which is the basis for extracting and standardizing data elements,with the method of on-the-spot survey.Finally,we use empirical study method to construct dataset by combining the extracted and standardized data elements with the specific functions of provincial universal health information platform in Henan.Expert consultation is indispensable to the whole research process from the initial scheme demonstration to the final draft formation,which is also an indispensable research method to ensure the credibility of research results.Results:(1)The data element extraction method of provincial universal health information platform is sorted out in detail.Guided by ontology and information resource planning theory,Reorganize and optimize business functions,building business model and conceptual model,from the?Functional Guidelines?by top-down approach.Then construct information model by bottom-up approach,based on the conceptual model.Complete data element extraction after extracting object classes from information model and defining class attributes.(2)It has drawn up the data element directory of provincial universal health information platform.Selecting the appropriate attributes for the extracted rough data elements and describing them according to the attributes description,to normative its attributes.Classify and code it following the rule of health information data elements.Finally,1182 data elements collected are represented as standard documents in the form of directory.(3)It has designed the classification and coding for value domain of provincial universal health information platform.According to the basic model value domain and compilation principle,understand the connotation of classification and coding for value domain.Referring to the format of classification and coding for value domain of health data element,Complete the name,identifier and content of classification and coding for value domain's structure.(4)It has carried out practical research on Data element standard.Combining the data element standard with the specific function of Henan provincial universal health information platform,construct the corresponding dataset to realize the empirical study of data element standard.Conclusion: Research on basic data standards of provincial universal health information platform start with data element standard.it can ensure the interactive data quality,satisfy the interconnection and interworking demand of provincial universal health information platform,being conductive to data interacting and sharing.Data element extraction combines top-down and bottom-up methods,which are not only based on existing functions,but also can optimize and reorganize functions from overall planning.The compilation of data element directory and classification and coding for value domain ensure the consistency with existing standards.In addition,an empirical study of data element standard is carried out to ensure the feasibility of the study.Due to the heavy workload and limited research cycle,further empirical srudy will be carried out in the later stage,and the data element standard will be continuously improved.
