The infrastructure of insurance industry in our country has been constantly strengthened in recent years, as the gradual penetration of the state policy and reform, the scale of insurance company is getting bigger with more business products, at the same time came up some practical problems, such as the management of domestic insurance company we have now is extensive and the composite cost of the insurance is generally high, which restrict the profitability of insurance companies, owing to limitation the management system of payment of insurance industry and the volume of the business, now most of the financial systems in the market are worked independently, there is big difference in each system's structure, operational strategy and environment, etc., the information exchange of different systems and data accounting are heavily restricted. For insurance companies, it is a urgent need to integrate fund flows, build effective funds management and control from the parent company side, manage the payment and receives effectively, solve the problem of data exchange between business and finance thoroughly, make the management and data standardized.Combined the examples of domestic insurance companies and drew on the experience of advanced mature module abroad, this paper came up a solution as how to manage the insurance payment, that is Insurance Information Payment System. It is a set of mature electric network information management system. On one side, insurance company can connect all the operating sites in different areas with Internet through this system to realize information share, quick response and united management; at the other side, the company itself can use it to connect its internal institutions, such as business gathering, premium charge, indemnity payment, etc, to obtain information of all types of business easily and clearly for the manager, by doing so it can increase the core competence of the company and realize the reasonable resources distribution and decrease or control the operating risk, and finally increase the profitability.The paper describes the information payment management system of insurance industry, with the main business towards old-age pension, medical treatment, labor, unemployment insurance and industrial injury and fertility insurance. Because all the above insurance belong to social security insurance, so it is widely applied, the urban-rural citizens have their own social insurance accounts and such billions of accounts are managed by social security institutions of different classes, its network structure decides the complication of the business, moreover, social security system is only part of the whole social information system, it keeps relations with other systems, such as medical treatment, housing, financial taxes, bank, etc, information exchange is also very important and forms the classical wide network information payment system.Considering the insurance company's demand to the development of insurance information payment system, the system designs different classes technological structure, according to the research results, we divide the system into five classes, data control, basic business, business management, application performance and interface. Such structure can make quick response to all kinds of software demands, also lower the development cost and maintenance cost, increase its recycle-use. With new demand, the software structure can realize minimum developing work volume, easy test and simple arrangement with the minimum cost and not affecting other modules, and most important is it lowers the risk brought to the system during operation; meanwhile the whole system can extract many common modules for future system expansion.The main technology used in the system is based on the structure of J2EE platform. It supports different systems. J2EE has the transplantation ability of procedure development, it can develop the procedure applied in different operation systems under different platform environment; it can utilize the web technology and resources the clients have now and cut down the investment scale; it can work more effectively. Because J2EE can transfer some internal borderline service and software that the clients don't use to a third party, it can achieve the goal of most stable function. The most important requirement for Server is its stable ability, it must be operate in 24-hours and be stable and highly effective; it also should have strong spreading ability. What we have built is to build a operation system in accordance with the J2EE large-scale enterprise platform. Its advantage is its main technology—Struts. The framework of Struts is a web applied based on J2EE and it has many advantages, such as high transplant ability, simple structure and strong functions, it is one of the leading technological framework in the world. The data management software referred to this system is Oracle, a most popular relationship data product, its characteristics of strong data management, recovering function, stable operation and multi-language and operation systems support decide it being the liable data backstage processing system.In addition to the above, the paper also introduce the detail design and specific function and log security of different submodule in the insurance information payment system, the submodule referred are interface performance record of insurance policy, the function of fiscal management, system function inquiry, and so on. At the same time the paper came up the problems during project development and possible solutions, also some advice to the point, providing some valuable experience to the similar information payment system in the insurance industry.At last, to solve the four questions separately as how to integrate funds flow from the parent company aspect and establish effective funds management and control, how to realize across-region insurance service, how to manage payment between different business units, and business and logarithm, through the analysis of the insurance payment system based on the Struts structure, combined with the problems and characteristics of insurance industry, learning from the advanced mature experience, we came upon the solutions for the payment system based on Struts structure, as the plug-ins to the insurance business in the whole structure.
