With deepening the reform of social medical insurance in China, higher demands for Medical Insurance Payment System (MIPS) are provided to meet its requirement. It is known that MIPS must support different aged populations increase to meet full coverage of the population, real-time settlement of medical expenses, and convenient offsite medical clearing requirements. It is necessary for timely upgrading MIPS to satisfy the requirements of the changeable polices of social health care and its reform.SaaS Model is widely used in many industries due to its stability and timeliness of service. It may be available to introduce SaaS Model into MIPS, with the objective of lowering construction costs, maintenance costs and increasing efficiency.In this study, MVC architecture, b/s structure and J2EE development platform technology were analyzed in detail and introduced into MIPS design. All the MIPS included systems management, directory maintenance, outpatient services, hospital services, invoice printing, reports, queries, and other services subsystem. The database structure design, focused on data storage models of multiple users to share data and library support, in the design of business focused on interface design, ensure that interface running smoothly and full informational communication. It is worthy to note that reuse of modules and packages had been considered.The MIPS may have the following advantages when using a combination MVC J2EE: clear structure, easy to maintain and upgrading, high efficiency and security protection.
