Ontology has been considered as a most promising knowledge representation method, and domain ontology is one of essential share and reuse approaches of domain knowledge. Domain ontologies together with certain reasoning mechanisms provide good solutions in the fields of knowledge description, semantic sharing and extraction, and it has been extensively used and researched.Ontology reasoning plays an important role in knowledge consistency checking and inclusion detecting. On the one hand, ontology reasoning can detect whether there are conflicts between concepts of ontology, on the other hand, for a given instance of the ontology, ontology reasoning can figure out the most suitable class which this instance belongs to based on its attributes. Among all these, inference rules are the core part of ontology reasoning. However, in the field of rule-based ontology reasoning, there is still not enough study, and the coverage of rule sets is not wide enough. All of these reasons restrict both efficiency and effectiveness of ontology reasoning.To solving problems described above, this paper first research operators of OWL which is the most popular ontology description language currently, then based on analysis of OWL's specific implication rules, the author describe an extended relatively complete inference rule set. The SSIS (Shanghai-World-Expo Semantic Inquire System) is built based on the suggested rule set. As an important part of the large-scale knowledge management system (MMES, Metadata based Management of Expo knowledge Sharing System), SSIS plays an important role both in achieving effective knowledge management and semantic searching related Shanghai-World-Expo. The research results provide an effectively supportting for Shanghai-World-Expo information services.The main results of this paper can be summarized as follows:1. After analysis relative ontology technologies, the author gives the ontology-based knowledge management system framework which shows the important position of ontology in knowledge management system.2. For semantic meaings of the ontology description language OWL's operator, the author extends OWL implicate reasoning rules, and proposed the relatively complete OWL inference rules set. 3. The author applied the extended OWL reasoning rules to the Shanghai World Expo domain ontology in order to check its consistency and knowledge deduction.4. At last, the author describes the SSIS (Shanghai World Expo Semantic Inquire System) and explains its working principle.
