Building The System Of Joint Construction And Sharing Of Information Resources Between Public Libraries Under The Networked Environment

Information resources sharing is a significant topic of library science research and joint construction and sharing of information sources between public libraries is an important standard of the level of library enterprise development The public libraries are widely confronted with two contractions: information increasing and funds shortage, information demand and information shortage under the network environment. It is a necessary way for public libraries to achieve development that building a system of joint construction and sharing of information resources between public libraries under the network environment. However, the development level of public libraries is ragged and many information resource sharing theories cannot achieve perfect effect in the process of joint construction and sharing of information sources between public libraries. Public libraries are yet failed to satisfy readers'expectation at present.Based on analyzing directive principles of building the system of joint construction and sharing of information resources between public libraries, this paper builds macro and regional system's models of joint construction and sharing of information resources between public libraries under the network environment by using system science theory.The article consists of three parts.(1) Directive principles of building the system of joint construction and sharing of information resources between public libraries. The corresponding rules that should be followed by when building joint construction and sharing of information sources system are proposed in allusion to the specific problems of joint construction and sharing of information sources between public libraries.(2) Macro system's model of joint construction and sharing of information sources between the public libraries under the network environment. According to the systems science theory, macro system's model is put forward on the basis of the method of system analysis and structured methodology, which is based on three-grades structure organizing and harmonizing. Then it expatiates how every library's harmonizing is going respectively.(3) Regional system's model of joint construction and sharing of information sources between the public libraries under the network environment. Considering actual construction and development of public libraries overall, a model of regionally joint construction and sharing system is put forward which regards region as a plotting standard. It analyzes the level structure, work processes and key function modules of the model to serve joint construction and sharing of information sources effectively.This paper puts forward some thoughts that how to build the system of joint construction and sharing of information sources between public libraries, which is a cross and integration of theories and methods of information resource sharing in libraries and systems science, which provides helpful references for the joint construction and sharing of information sources and basis for its farther researching, whose goals are to enhance public libraries'ability of providing information services, to extend the extension of services and to satisfy users'demands.
