In today's network environment,in order to meet the growing demand for information, library alliance is the direction of library survival and development. With the advent of the information age,the continuous updating of network technology, and the overall advantages of library alliance construction and sharing become more prominent, but in the process of continuous operation of the library alliance, the information resources will not be realized due to the lack of cooperation power of the member libraries.Establish a shared alliance goal. Therefore, how to design an effective incentive strategy has become an important issue in alliance management. This paper is based on the background of this research.Firstly,it expounds the related concepts of library alliance, then explains the incentive theory and game theory model used, and then explains the library alliance through the current situation of the Sino-US Library Alliance. There is a problem of insufficient cooperation motivation, and then the necessity of establishing an incentive mechanism for library alliances is introduced. The game analysis method is introduced to study the choice of “co-construction and sharing” among library union members, and the library alliance information is studied based on the game perspective. The incentive path of resource construction and sharing;finally, combined with the incentive theory, starting from the inter-library cooperation mode, establishing the business center library mode, cultivating the alliance sharing culture, constructing the comprehensive incentive to meet the internal needs of the member hall and the external communication as the guarantee Countermeasures, thus achieving the co-construction and sharing of information resources, stimulating the contribution of member libraries, and achieving the unification of overall interests and individual interests.
