According to the investigating figures from CNNIC, There are 253 million of netizens in China mainland which is increasing by 240 thousands a day. And the quantity of the internet websites is reaching 1,919,000 now. The new-born internet web sites present the character of the specialization and individuation trend. And the local news web sites as the important part of the new internet web sites are facing a good chance for developing and growing. But the developing process of the local news web sites is not smooth.. Under the pressure of the commercial portals and the central official internet web sites, there is much difficulty for the developing process of the local news websites. Meanwhile, due to factors of the policy, capital, system, and human source, the local news websites are up against the choke points in the developments. The key is lying on that the local news websites finds the correct developments route and strategy.The author of this article focuses on QINGDAO NEWS NET as the study object, at same time researching the current status of portals, central official news web sites and CCNU. The author uses the advanced "LONG HAIL" THEORY to research internet web sites developments. Through the questionnaire and accessing and the personal working experience, the author analyzes and expatiates the strategy how to build up and strengthen the local news web sites and estimates that the local news web sites will improve the competitiveness and find a suitable developing route by fighting with the portals and other media.This article specially analyzes 3 developments strategy for the local news internet web sites. The first is "the target focus strategy". It is that the local news web sites evaluate themselves and base on the local news source to cultivate the core-competitiveness. The second is that "the advanced cost strategy". It is that the local news web sites strengthen the cooperation and integration to reduce the cost and improve the efficiency to hit the rapid developments. The third is that "the marverick strategy". It is that the local new web sites have much mind in serving for the consumers and paying much attention to the consumer's stabilities for the web sites. And the local news web sites work hard to make the "one stop service" for the netizen. The "long hails" theory is going through the argumentation. Chris Anderson who the chief editor of WIRED IN USA puts forward the "LONG HAIL" theory which challenges the traditional famous and supports the internet marketing in the new economy times. The famous "GOOGLE" AND "AMAZON.COM" are the typical successful examples which make use of the "LONG HAILS" THEORY IN THE RUNNING SYSTEM. The domestic BAIDU set up the "Rank by price" which is also following the "Long hails" theory to make the decision.
