We are now stepping into an information age, ICT (Information, Communication, Technologies) are changing the way people work, learn, spend their free time and interact with one other. The new technologies are challenging existing methods of governance, commerce, education, communication and entertainment. Governments worldwide are faced with the challenge of transformation and the need to reinvent government systems in order to deliver efficient and cost effective services, information and knowledge through information and communication technologies. It is due to the development of Information and communication technologies that has catalyzed and led up to E-government. In this paper, E-government is defined as a way for governments to use the most innovative information and communication technologies, particularly web-based Internet applications, to provide citizens and businesses with more convenient access to government information and services, to improve the quality of the services and to provide greater opportunities to participate in democratic institutions and processes. E-government presents a tremendous impetus to move forward in the 21st century with higher quality, cost-effective government services and a better relationship between citizens and government. One of the most important aspects of e-government is It could bring citizens and businesses closer to their governments, the interaction between government and citizenship becomes more convenient, openness, also more important, there are some new interaction modes come into being, and influence on in real world governance.Coexisting in the same global and times of Globalization, China are faced with the great challenges and opportunities ICTs brings the world alike, in 2008, the number of people using the internet in China has surpassed 298 million, and becomes the No1 internet users in the world. Chinese government has actively encouraged and invested in the growth of the Internet to capture the technology's vast potential. As to government itself, China has launched a series of online programs to accelerate the government's informationization pace of E-Government since 1999s "Government Online Project" which is to build up a highly effective e-government as well as to make existing information accessible to all citizens and to facilitate administration procedures. In last 10 years, China e-Gov has make large progress from office automation, department web-site, department business application, to the public service to people. Also, like other countries, the relationship between government and citizen is taken on new look, new patterns of information interaction between government and citizen are emerging and expanding. This trend would have increasingly more influence on China's public administration and democracy development, and worth exploring in many aspects.The paper illustrates the causes, concepts and development of E-Government, as well as the influences on government governance and government-citizen relationship around the world. The paper studies the interaction between E-government and citizenship, outlines its features and the traditional interaction mode in contrast. The paper reviews the China's E-Government process, outlines its existing status and problems, on the basis of these, the paper explores some emerging ways of government-citizen information interaction in China, analysis their current characters, effects and problems. The paper also illustrates some leading countries' E-Government practices and experiences, especially in the area of Government-Citizen interaction, so as to find some helpful enlightenment. In the end, the paper gives some suggestions on promoting government-civilian information interaction towards more transparent, equal, active, effective and constitutional in the backup ground of China's E-Government.
