In 21st century, the human have stepped into the information society, which implies the lifelong learning era comes. Web-based education plays an important role in constructing lifelong learning society and becomes another important education pattern beside school education. Some researchers home and abroad are studying how to realize education fairness through web-based education. However, in the practice of web-based education, some learners such as disabilities, elder learners, learners that use low-end equipment, can't benefit from web-based education because the design of education website hinders them from accessing education website which obstructs the realization of education fairness. Therefore, the accessible design and development of education website is a new problem that we must face in the development of web-based education.The accessible design and development of education website hasn't received enough attention in our country. The designer of education website doesn't take the multiplicity of the visitors and their special requirements, and just put simple limitations on visitors' physical conditions, technical ability and the website equipment. The thesis study mainly accessible design and development of education website. By using methods of flow of accessible design and development are proposed, and some examples provided to demonstrate how to develop accessible education website, it is to provide helps for designer and developer of accessible education website. The works and achievements in this thesis mainly include five opinions:(1)Research the trend of web-based education, the actuality of the disabilities and the elderly, the accessible actuality of education website, and draw a conclusion that accessible design and development of education website is necessary.(2)Introduce the development of accessibility movement; summarize studies on accessible website at home and abroad; understand the research trend of websites accessibility.(3)Analyze the handicap that information vulnerable group will encounter in web-based learning and provide realistic base for accessible design and development of education website.(4)Propose the principles of education website accessible design and development; expatiate the guidance and criterion which should be followed in the process of accessible education website design and development; put forward the method and flow of accessible education website design and development.(5)Analyze concreted problems in the process of accessible education website development; demonstrate how to develop accessible education website through practical example, including accessible web layout, font and color, image and multimedia, navigation, and form; introduce the accessibility deficit tools and method for education website.The research focus on how to eliminate the handicaps that information vulnerable group, such as the disabilities, the elderly, will encounter in the process of accessing education website, so that all learners can access education website and information more easily, more conveniently, and more comfortably. In other words, the ultimate aim of this research is both to expand education website's service scope and to promote education website's service quality.
