With the development of multimedia and web technology, Internet has played an important role in the aspect of learning, working and living. Web-based has been another important pattern in the field of education, and it has been another hot area for study and practice (especially education technologist'). There are "Five Any" which being longed for by all the educators in web-based education, they are Anyone, anytime, anywhere, begins to learn any content at any chapter. However, in the practice of web-based education, some groups that should benefit from web-based education were excluded because of educational websites' accessibility issues, such as new learners in web-based learning, learners of using non-mainstream network equipment, learners who are disabilities, learners that they have low study level, and so on. Therefore, it is highly important to study educational websites' design and the accessibility of evaluation. The article has four opinions:(1) Through the study and Summarization on web accessibility both internal and external. We can classifying and sorting it, understand the external research trend of websites accessibility, on the other hand know the difference between internal and external research on websites accessibility, comparatively, and provide some basis of theory and practice for further research.(2)The theory of educational websites on different support, the article discusses relations between educational websites accessibility and web-based education form different angles, groups of learners, education for all, lifelong education, inclusive education. And it also show out that education technologist should attach to educational websites accessibility more.(3) The evaluation of educational websites accessibility. This article introduces accessibility standards of W3C/WAI, Section 508 of the U.S., accessibility guidelines of constructing standards on web-based resources, and some using methods and deficits of tools. This article sets forth evaluating results of 436 websites accessibility of university and postsecondary school in our country, and analyzes accessibility issues from the results. It also provides practical support to the design of educational websites accessibility.(4) The design of educational websites accessibility. Based on further research, the author brings out design conception, design principle, and design model of educational w ebsites a ccessibility. C oncrete d esign m ethods are p rovided from t wo sides of accessing media and educational information of educational websites.In the information society, accessing and understanding information is a premise of other activity. Educational websites accessibility is a footstone to realize the idea of web-based education and equal information acquisition, and it is a significant part of constructing the harmonious information society. This research is aimed at making people attaching importance to it.
