Along with the development of wireless network technology, wireless surveillance system has been widely used in industry, common security, transportation and banks. However, existing surveillance equipments share some common drawbacks, such as bulk effect of pictures, slow transmission speed and large amount of data, these drawbacks restrain the application of wireless surveillance equipment. So, optimization of video compression algorithm is needed.In this paper, we firstly introduce the structure of wireless communication network, the characters of the links, the transmission protocols and the performance of the network. The performance of transmitting video frame in mobile network is studied so as to improve the transmitting rate.Secondly, the video coding algorithm based on 3D wavelet and it's application in video transmission is introduced. By analysing the principle and performance of traditional 3D-SPHIT, according to the shortcomings of large storage, high complexity of nodes judging, long time in coding, the bad effect of complex image coding and not fit for hardware implementation, improvement are put forward from storage method, nodes identification and scan method. By means of simulation, the improved method not only remains of the advantages of the original algorithm but also reached improvement, especially when the background is complex, more edged, the coding effect is obvious, the storage is lowered, the coding time is shortened and is more convenient for wireless transmission and hardware implementation.Combining with the need of video compression algorithm, embedded technology, GPRS wireless network technology and related computer technology, the model of wireless video surveillance system is given, the implementation of system components are put forward. Software for surveillance terminal and surveillance center are programmed, including the initialization of chips, wireless communication and video splitting, which is convenient for network transmission.Finally, the performance of the system is tested under simulation circumstance. The performance in coding efficiency, transmission rate and visual effect of recovered picture are impressive.
