The electronic port is one of the key projects of electronic government administration promoted by the State Council. The development of the electronic port plays a very import role in various aspects such as enhancing the proficiency of port entry process, optimizing the integration of port entry system, reducing costs for enterprises while increasing their business competing power, improving environment and conditions for investments, as well as accelerating the healthy development of foreign trades and domestic economy.Serving various business entities, social entities and government entities as its target users and by consolidating and integrating the data of the port goods flows of the Beijing region as well as the information of the related business entities and government departments, our virtual platform of the Beijing electronic port is to provide various applied functions and information services related to import and export management, port entry process and port goods flows, connecting various business entities and government entities electronically and letting them exchange their data and share their information. This virtual platform of the Beijing electronic port is compose of user management subsystem, public information service subsystem, government administration subsystem, business information service subsystem, email service subsystem, text message service subsystem and back stage support subsystem.Among them, the user management subsystem is, via consolidated general planning and designing, to provide a support platform for unified management authorization, unified user ID management and unified once-for-all verification. Such support platform shall enable the user to log in at anywhere within the network to go to any other applications thereof, so that the user would not have to log in separately at each application. Furthermore, such platform is also to provide uniform management on authorization power of each of the applied systems with the network, grant multi-tier uniform authorizations, monitors the usage of any authorization, prevent abused usage of any authorizations from information sharing, as well as formulate future construction of any application systems.This paper described certain technical knowledge as required for system development, such as Object Oriented Programming, demand analysis methods based on use case, designing modules for asp.net application system and its development methods, as well as designing for databases; This paper shall also discuss the method which used in developing user management subsystem, such as function design, module integration and key data structure designing. Detail design of user management subsystem is present in the article, including subsystem construction design, database design, data access layer design, user layer design.
