With the development of communication world, mobile phone will become the mobile user's wallet. Telecom operators can provide mobile payment service for their mobile phone users anytime and anywhere by binding their phone number with their bank account. OTAC (Over the Air Charging) service is a kind of mobile payment service that agent can recharge mobile phone for his clients using inter-account transfer operation. After a mobile phone user opens an account in OTAC system, then he becomes an agent. An agent can store a certain amount of money in his platform account or bind his bank card, and then he can use his account to recharge for his clients. The recharge money was deducted from the platform account of agents and then stored into the mobile phone account of client. OTAC as a complement and extension of existing recharge platform, is more flexible, lower cost, higher quality of service and so on. So, State Key Laboratory of Networking and Switching Technology in Beijing University of Posts and Telecommunications development the OTAC system based on the MPP (Micro Payment Platform) system.The content of this thesis is all about OTAC system. First of all, it introduces what is OTAC service. Secondly, it describes the requirement analysis, function design and service flow. The third part is the system design, including the system layers and software structure. And then it presents the two main modules in detail, one is MSP (Micro Service Provider), and the other is WWWServer. These two parts refers to many technologies such as MVC (Model-View-Controller) pattern, factory pattern, proxy pattern, Finite State Machine, and so on. Then we will test this system, including functional testing and performance testing. Finally, it summarizes the technical difficulties of the program and next work.There are many methods and technologies are involved in this system. In the software structure, protocol-mapping modules are used to communicate with the external entities, so the main module doesn't need to follow the changes of the external interfaces. FIFO (First-In First-Out) mechanism is applied to the communication among the underlying modules, and socket pool mechanism is applied to the connection between the WWWServer pre-system and the back system composed by MPP and MSP. The WWWServer is designed in MVC pattern, and used struts, spring and hibernate. Further more, the system design have a good think about system capability and traffic Control.At present, OTAC system is already used in Hubei Province, and daily recharge amount is more than one million RMB. This system is not only realized the basic functions of OTAC service but provided many spectial functions, like cash grant, cash extract and so on. The system has good scalability; the future payment can be gradually added water, electricity, gas, and so on. And the OTAC system can be an integrated support system for mobile value-added services.
