With the fast development of wireless technologies and Internet, the main business of mobile communication is changing from voice business to data business. Though, the traditional e-commerce brings users with the convenience through the Internet, it lacks of mobility that cumbers its spread. Therefore, Mobile-Commerce becomes a new popular area of e-commerce, with its characteristic of convenience and omnipresence. Constructing the application of mobile e -commerce attracts the operators' attention more and more.Mobile Carriers who hold enormous mobile users will make no question of determinative role in developing mobile e-commerce. Nevertheless, market competition has been increasingly fierce today. Mobile carriers are confronted with new challenges: how to increase their values and how to play more active role in supplying content, service and application. These have compelled mobile carriers look for unified mobile e-commerce platform to support such services and applications. So, it's very significant to design a mobile phone micro payment platform based on mobile network of operators. On the platform, mobile phone users can conveniently transact micro payment at any time and anywhere.This thesis first introduces the concept of mobile phone micro payment, analyzes and compares three account setting mode as well as three approaches to implement. Then it puts forward the whole solution of micro payment platform based on mobile BOSS, and makes detail discussion on the logical structure, network structure, function module, payment process and the security of the system. Client/Server three layers structure, Socket and multithreads are used in the design of this system. In addition the C# programming language based on Microsoft.NET platform is chosen to develop the system. The paper puts emphasis on the design and the implementation of database, micro payment server, SMS instruction parsing module and background manage system. Moreover, through simulating two application systems of mobile e-commerce, the paper illuminates the function process and practicability of this platform further. Finally, it makes a conclusion and perspective.
