With the rapid development of Internet technology, e-commerce is increasingly being accepted by the people. E-commerce transactions conducted via the Internet to achieve a convenient and ubiquitous feature of the business, but this business model by the scope of trade restrictions, the lack of flexibility to move.For mobile operators, the huge number of mobile subscribers of mobile e-commerce development is the most important basis and support. At present, mobile operators, traditional voice, SMS has developed into a bottleneck, profit margins are shrinking, how to provide their own value on the need to break the traditional business model, building a new service delivery model to provide a more comfortable and convenient services. From a single communications services to diversified business operating changes is the mobile operator is seeking to develop an important direction. This requires mobile operators to build a mobile e-commerce platform to support unified e-commerce services required for the application. Therefore, through the unique mobile phone, identifiable character, relying on the mobile network operators for mobile users with a variety of goods, payment services, charges paid by the platform is of great realistic significance.This article first discusses the construction of the mobile wallet platform based on the BOSS with a purse of importance, and introduced the mobile wallet platform basic information, purse-based mobile wallet platform for the account of micro payment set up and the way to achieve the program to do the analysis and comparison of ,and based on BOSS mobile wallet platform for the overall design, are discussed in detail the structure of the logic of the system, network architecture, Module, Payment process and security control. The design of the system uses the three-tier architecture, socket and multi-threading technology. The paper puts emphasis on the design and the implementation of database, mobile wallet server, SMS instruction parsing module and background manage system. Moreover, through simulating two application systems of mobile e-commerce, unionpay card charges the function process and practicability of this platform further. Finally, it makes a conclusion and perspective.
