Food Safety, as the most important issue vital to the cconomics development of each country in the world, national well-being, the people's livelihood, and the stability of the society and politics, is concerned worldwide. The benefits of providing more accurate agricultural production decision-making information to the government and related departments, which might help them make more profit agricultural polices, take reasonable price adjustment and control measures as well as develop agricultural production and trade of products would be appreciated. Methods of dynamic prediction of crops yield have been studied by the Ecology and Agriculture Meteorology Division of the National Meteorological Center, China since 2005. Objective, quantitative and dynamic prediction to the impact of the weather& climate conditions could serve the Nation's food safety early-warning system more efficiently. With the development and improvement of the prediction techniques of the agricultural production, how could people manage correlated data, analyze, compute and output them correctly and effectively with advanced computer technology has become a quite important task. This project, as one of the sub-project of the national science research project called 'Development of the dynamic prediction system of the crops yield', based on the dynamic prediction model, is aimed to research and develop the dynamic prediction operation system of the yield of the crops in China and its some main production area.The business service system was designed and realized on the ground of a latest kind of dynamic prediction technology of the crops yield, using meteorological conditions to predict the yield of staple crops dynamically, to maintain, to process and to analyze related data of the yield and to acquire the data of per unit area yield. Therefore, various crops yield could be forecasted by the yield prediction business operators who have referred to the data and also the statistic analysis results and some other correspondent sources, meanwhile prompt and precise crops yield prediction information could be presented to the nation.A design and its implementation of crops yield dynamic operation system supported by combination of Visual Basic.NET and Oracle 9i, using C/S model, has been addressed in this paper. It has been applied in business usage and runs steadily. Moreover, it has friendly interface and convenience operation system which would improve the efficiency of crops yield prediction to a large extent.
