As the definition of Web 2.0 gets more and more widespread, the World Wide Web becomes no longer simply providing information, but also encouraging users to respond, create and share information with everyone else. According to these new situations, the libraries, as non-profit institutions, should change themselves to library 2.0 to fulfill patrons' new needs from the movement of Web 2.0. Although the definition of Library 2.0 derived from Web 2.0, there still many differences between those two, so librarians should construct new libraries based on their own features.In this paper, literature review and case study are used to analyze the current situation and the problems during the construction of Library 2.0. Following these analyses, the principals of Networking, Socializing and Plat-forming are concluded. Since the construction of Library 2.0 is not only simply making library website, but a systematic project, some strategies should also be considered during the construction. First, distinguish patrons' needs and make the blueprint of Library 2.0; second, the distributions and other details should be fully considered to make convenient for conversation among patrons and their need of network; third, construct the library website with selected services and contents; forth, make effort to change Librarian to Librarian 2.0; fifth, update and popularize the Library 2.0 constantly.
