At present the phenomenon of complex operational systems and difficult integration exist in most libraries, thus readers are often unable to easily get access to the resources and services they want from the portal. In addition, the current library portal is mainly based on Web1.0 technology which has flaws in design. Therefore, the readers can only accept the information provided by the website and are unable to make feedbacks or participate in the construction of website.This paper tries to lay the cut-in point of solving the above problems on the researches and practices of a kind of new library portal "combination of library personalized and customized services with Web2.0 technology". The goal of the subject is to build a Web2.0 portal and establish a General Library Portlet Development Specification.In this paper, firstly, the concept of library portal is expatiated. Then the status of the development about library portal is introduced. Later the meaning to build Shanghai Library Web2.0 Information Service Portal is discussed. Following, the key technologies of portlet and Web 2.0 are introduced. Also the advantage shortcoming of the existing portal product is analyzed. Based on all above these, a design model of library portal base on portlet and Web2.0 is put forward, and the process flow of this portal model is analyzed. Then the building of Shanghai Library Web2.0 Information Service Portal with the framework of Liferay is discussed and the General Library Portlet Development Specification is established.With the position of the portal, the library can truly realize the customized services with uniform entrance and meeting needs of different kinds. In addition, the General Library Portlet Development Specification will keep the services and functions of the library portal updated and the library portal can maintain its appeal to the readers.
