With the development of aerospace techniques and the demand of military aerospace techniques, more and more country pays more attention to the Tracking, Telemetry and Command (TT&C) techniques of satellite. The Unified S Band System (USB) is mainly used in our country. In USB TT&C system, IF transmitter module is very important in system performance. As the vigorous development of the software radio technology, digital signal processing technology and microelectronic technology, digitization technology has gradually matured. The digitization of IF transmitter module has also become a crucial task.Software radio is a great revolution in the field of radio communications. It provides a theoretical basis for miniaturization and intelligentizing of wireless communication systems. In this paper, a IF simulator of USB TT&C signal is established using the thinking of software radio, and the implementation of this module is also demonstrated. Based on the existing technologies at home and abroad,the USB TT&C signal is analysed,then the paper discusses the composition, structure and working principle of IF simulator. Besides, a general platform of transmitter system is implemented by DSP, FPGA and DDS devices. This paper provides the programme of mainly processing module using VHDL. The implementation based on the critical technology of phase modulation system is also proposed in this paper. At last, several tests are done,the results of tests indicate that the system could work well and the desired requirements could be achieved.
