In the process of network building, network operators consider the issue most necessarily.The hot point that network operator give much attention is to make full use of existing radio network facilities, maximize spectrum efficiency, and provide more users with rapid and steady business content. The goal of radio network planning is to meet the requirement of network construction of operators. Thus, radio network planning is a very important technique step of the construction of the network. For this reason, this thesis talks about how to reach equilibrium of capacity, coverage, quality and cost, and how to realize optimal design.The whole process of network planning depends on network planning software, and at the same time it's a basic problem to analyze the system capacity & coverage. So we study the network planning that is based on the analysis of WCDMA system capacity & coverage, build database model, and finally realize functions of software by using of VC.Net; for example, radio propagation model tuning, fieled prediction and so on.The work in this thesis includes four parts, as follows:First, we discuss three radio propagation models, and study the theory, method & flow firstly in practice in the first part.Second, WCDMA system is a system of self-interference, so capacity, coverage and interference are related with each other. At the same time WCDMA system is a multi-bussiness and multi-speed system, so we analyze the budget of up-down link and the capacity of different business next, and then study effect of different speed business.Third, the realization of planning function in software depends on algorithms, and then we study the algorithms. They are propagation model tuning algorithm, field prediction algorithm, soft switch partition algorithm and cell border partition method which are put into practice in software function realization. And we compare and analyze three existed algorithms which are defined up-link coverage border in cell border partition method. We choose the FIACM (Feedback Iterative Approach Convergence Algorithm), and show its feasibility by WCDMA numerical value simulation analysis.Based on these four algorithms above, some functions in planning software are implementated finally.
