In order to make BMS (Battery Management System) with strong reliability and adaptability in the complex and ever-changing working environment, this paper come up with Windows CE solutions based on the research of operating system Windows CE.net.Battery management system (BMS) is one of the crucial techniques of Electric Vehicle (EV). BMS can be divided into two layers in function: the upper one finishes the data processing, analyzing and controlling; the lower one completes data acquisition which includes three parts: the front-end data acquisition modules, communication conduits, and the main controller.The main controller control the data acquisition and data processing to determine and display to the user.First of all,On the basis of introducing the hardware of the lower layer data collecting system, the paper came up with a way of developing operating system and application program after needs analysis .By the ways of establishment of the host - the goal machine embedded platform development model, the paper achieved development of demand embedded operating system and the top application of the main controller .the development of demand embedded operating system including the guide and the load of the Boot Loader, Windows CE serial driver design, core cutting, and serial communication programming development.Secondly, the paper completed the front-end data acquisition module P87C591 single-chip design in the C language environment to realize serial communication, the read and write of temperature and voltage and corresponding control functions.Finally, the operating system and application software has been tested on the electric vehicle.the results showed that the operating system is loaded normally and well-functioning, the top applications has a strong reliability after testing, the programme of single-chip P87C591 achieved the design objectives. The results will enable the lower layer data collecting system do a better performance and have a higher application value in the condition of complexity.
