With the rapid development of broadband communication technology, the mobile communication system using the portable terminal equipment as the carrier has become one of the most popular research and application areas. At the same time, with the development of satellite communication technology, the business scope is also expanding. In recent years, the fourth generation maritime satellite communications system which established by the Mobile Satellite Company has completed the satellite network deployment. It provides seamless global land, sea and air a full range of mobile communication services. Access-friendly Internet is provided by portable satellite terminal equipment for anyone at anywhere in anytime. Therefore, it is important to use satellite network as a communication platform between the mobile terminal (Client) and the control center (Server), design and implement an integrated communications system, and be used in monitoring of production safety, disaster prevention, earthquake relief work, ground observation and the command to deal with emergencies.The main focus of this paper is the integrated communications system whose client runs on Ultra-Mobile Personal Computer and network based on Broadband Global Area Network (BGAN) which provided by the Mobile Satellite Company. The first step is analyzing the current situation of domestic and international satellite communication technology, describing the characteristics of satellite broadband network. The second step is providing the design proposal of the integrated communications system. This system is a Windows destop application which based on Microsoft Visual Studio 2005 as a development platform and using Visual C++ to develop. The system uses Windows Sockets Application Programming Interface (WinSock API) to build a communication and control platform between Client and Server. The main functions of the system are Satellite Terminal Control, Voice Calls and Remote Whiteboard. In the end of this paper, the entire subject of study is summarized, and the future direction of the satellite communications sytem is outlined. After the preliminary test, the system has basically met the needs of users and achieved the desired results.
