As complement and extension of the terrestrial network, satellite network has an irreplaceable position because its huge coverage without influences by geography restrictions. With the development of information technology and multimedia services, people want more bandwidth. To solve the problem of effective resource allocation, this paper is dedicated to the research on resource management strategy in broadband satellite communication system to get a better balance between QoS and resource utilization.Based on the deep analysis of the key technology of broadband satellite system and DVB-S2/RCS. Resource management system including fiber network, allocation strategy and access back-off algorithm are studied in the paper. Then the main study content of this paper is divided into the following four parts:(1) Based on the deep study of domestic and international broadband satellite resource management system, we focus on the analysis of the multiple access technology, resource scheduling both in gateways and the fiber network and DVB S2/RCS.(2) System architecture is designed for the broadband satellite communication system using Ka-band satellite to realize the coverage of China region. The gateways are connected by fiber and terminal stations can only get connected to its gateway through the satellite. And simulation system based on DVB-S2/RCS is built in a simulation software. (3) Based on the study of resource management and allocation strategy in satellite network, a novel bandwidth allocation strategy based on token bucket is proposed. And the results show the strategy can distinguish each business and improve the business fairness and effectively reduce the traffic burst.(4) Based on the study of access back-off strategy in satellite system, the window growth algorithm of BEB is improved using exponential growth first and linear growth later. The revised scheme is then proved to be effective. The results show that we can get a lower collision rate, a higher slot utilization or a lower average access delay when the parameter setting is reasonable.
